Toxic Tempest is a legendary chest item that raises Toxic Tempest for Cyclone only. It lasts for the rest of the run. One copy is all it needs; extra copies do nothing.

How to get Toxic Tempest
Chest items drop from treasure chests out in the wilds — spend gold to open one, and each chest costs more than the last. Rarer items are rarer drops, so Luck (from Fortune or the Censer) makes a legendary pull more likely. On every floor’s plaza the Wishing Well grants the exact item you name once per floor: the surest way to complete a build around Toxic Tempest.

A traveling vortex that briefly pulls foes and repeatedly damages them.
Without Cyclone in your build this item does nothing, so take the skill first and wish for the item once the skill is upgraded.
